Roger Berliner, Esq.

Mr. Roger Berliner served on the Montgomery County Council for the past 12 years, as President or Vice President five of those years.  As Chair of the Council’s Transportation, Infrastructure, Energy & Environment Committee, he led the County in adopting plans approving Bus Rapid Transit, Bicycle Infrastructure, and Vision Zero; was the lead sponsor on dozens of environmental measures, including several 1sts in the country and laws that made Montgomery County Government carbon neutral; and drafted state law that established reliability standards for the state’s electric utilities.  

Mr. Berliner led the Council to require a strategic plan for economic development; required co-location of affordable housing on most county property; crafted the county’s first “micro-loan” program for aspiring entrepreneurs; led efforts to strengthen work force training; and was a major player in many contentious land use “master plans”, including White Flint and Bethesda.  His commitment to transit oriented development led the Coalition for Smarter Growth to give him their “Livable Communities” award.

Mr. Berliner is committed to the DMV region.  He served on the Board of Directors of the Council of Government (COG) for 10 years, including as Chairman in 2016 when his work on meeting Metro’s financial needs earned him the region’s most coveted award for “Outstanding Leadership”.    

Mr. Berliner’s government experience extends to Capitol Hill, where he served in both chambers as a senior advisor or legislative director.  He also served as Director of Congressional Liaison for a federal agency, and as senior staff to the California State Assembly on energy and utility matters.  

As an entrepreneur, Mr. Berliner built one of North America’s premier energy consulting/law firms.  A nationally recognized energy lawyer, Mr. Berliner has practiced extensively before state and federal courts and regulatory agencies.

Mr. Berliner got his undergraduate degree in Government from Dartmouth College. He is a member of the DC and California bars and a registered lobbyist in Annapolis.
